THE OPPORTUNITY

The site of an industrial processing plant adjacent to Newark Bay, with close proximity to Port Elizabeth, Catellus Urban Renewal sought to redevelop this brownfield site as part of the City of Elizabeth's Brownfield Development Area.  The multi-warehouse facility comprises 1,050,850 sf of office/warehouse facilities on the 175-acre tract.

 

THE CHALLENGE

Due to site contamination and extensive wetlands (81 acres of the 175-acre tract), maximizing utilization of the site for warehousing facilities presented numerous complications.  Additionally, site access required careful coordination with the Port Authority due to the proximity of the site to Part Elizabeth's primary access.

 

THE PS&S SOLUTION

Extensive negotiations with the NJDEP resulted in relocation of 1000 lineal feet of State open waters, which bisected the development.   PS&S prepared extensive stream modeling (HEC-RAS) as part of the comprehensive master plan that included working with the environmental consultant as par of the NJDEP's wetlands permitting to implement the PS&S Masterplan that yielded in excess of 1 million square feet of warehouse space.  To maintain gravity flow of the stormwater discharge and allow water quality basins, extensive fill was imported to the site, which also served as part of the cap for environmental remediation.
