THE OPPORTUNITY

PS&S was retained by the Jackson Township MUA to design a new Greensand Plus water treatment plant to replace the deteriorating Six Flags Great Adventure water treatment plant, upgrade facilities and design a new 130’ tall, one million gallon elevated water storage tank to provide elevated storage for the future development along County Route 537, other portions of Jackson Township, as well as supplement the water storage for both Six Flags Great Adventure and Hurricane Harbor.

THE CHALLENGE

The project located in Jackson Township, New Jersey within the Six Flags Great Adventure theme park presented a variety of challenges of which PS&S to work closely with the JTMUA, SFGA, and regulatory agencies. In summary, the project scope entailed: design of a 2,250 gallon per minute (gpm) GreensandPlus WTP with three (3) two-celled horizontal filters, expandable to 3,750 gpm in the future; pH control, disinfection; backwash and sludge holding tankage; demolition of the existing SFGA WTP; design of approximately 5,000 linear feet of 16” raw and finished water mains; the rehabilitation and upgrade of Wells Numbers 7, 12 and 14; the design of a well house and piping upgrades for Well No. 7; the design of a well house and discharge piping for future Well No. 17; design of an on-site 1.0 million gallon elevated water storage tank; design of two (2) water booster pump stations; design of an on-site duplex submersible sewage pump station; and design of a SCADA system for monitoring and control of the WTP and water supply wells. As part of this project the JTMUA consolidated the SFGA water system to the JTMUA’s Central water system. Project funding was via NJEIT low interest loans. PS&S was responsible for securing this funding, and all project related permitting, which included freshwater wetlands delineation and subsequent NJDEP permitting.

THE PS&S SOLUTION

PS&S performed the planning, permitting and engineering services (including site civil engineering, structural, electrical, process, mechanical and architectural), while working closely with DW Smith (survey) and Geotech subconsultants as required for this project. In addition to helping JTMUA obtain Planning Board Approval for the Water Treatment Plant and Elevated Water Storage Tank, necessary easements and property modifications, PS&S submitted for variety of permits (including but not limited to NJDEP BSDW, NJDEP TWA, NJDEP LOI, FHA, FWW, NJDEP 4-log certification, SESC) which were required for this project.

PS&S assisted with the bid phase of the project and began construction administration services for the new water treatment plant in May 2018. PS&S provided continued construction administration services (monthly meetings, submittal review, resolve issues during construction, coordination with project team, etc) through completion of the facility in April 2021.

As of April 2021, PS&S continues to provide construction management services for the future one million gallon elevated tank of which the foundation system, consisting of 48-70’ deep auger cast piles, has been installed and construction of the tank itself is set to be complete by Summer 2021.
