March 24, 2016 - PS&S opened its Monmouth County office in the fall of 2013. Since that time, our team in the Wall office has grown to more than 50 people and has become a multi-discipline hub of activity.

September 8, 2015 – PS&S‘s Helene Ferm and Rich Schwalm will present at the World Energy Engineering Congress (WEEC) in Orlando, Florida on Thursday October 1, 2015. They will present the topic, “Energy Conservation Successes at Pharmaceutical Sites,” which was selected to be part of the Industrial Energy Management Track. Ms. Ferm and Mr. Schwalm lead energy services work in the PS&S Building Group. PS&S energy services experience includes energy assessments, engineering studies, central utilities optimization and master planning for clients in the pharmaceutical industry and across other client sectors.
The presentation will share case studies of energy conservation successes covering the project’s entire life cycle from concept to implementation. The case studies include examples from ventilation optimization, fume hood management, chiller control optimization, and studies of on-site cogeneration. Both PS&S presenters are licensed Professional Engineers, Certified Energy Managers and LEED Accredited Professionals.
Ms. Ferm has more than 25 years of leadership and engineering experience in energy conservation, corporate energy management and water conservation. Having joined PS&S in 2012, Helene has expertise in identifying and implementing energy conservation opportunities in buildings and utility systems, especially in pharmaceutical laboratories and manufacturing plants. Energy conservation was the focus of Helene’s prior positions as well as her academic training. As a Senior Energy Analyst at Merck, she provided leadership to the company’s Energy Program. She earned a B.S.E in Mechanical and Aerospace Engineering from Princeton University, followed by a Masters in Mechanical Engineering from the Massachusetts Institute of Technology. Additionally, her academic travels took her to Germany as a Fulbright Scholar at the Technical University Berlin.
Mr. Schwalm has more than 28 years of experience providing energy efficient HVAC system design, energy audits, HVAC controls and project management. His diverse background includes pharmaceutical facilities, high rise office buildings, data centers, campus utilities, schools and tunnels. Considered by clients as a subject matter expert in chiller plant design and optimization, he has led the design of new chiller plants and has designed and managed many chiller plant optimization projects. Rich joined PS&S in 2010 and has provided energy audit and analysis services at more than 11 sites in the United States and Europe, totaling over 5 million square feet for major pharmaceutical clients with a focus on their main central utility systems. Also, he has implemented ventilation optimization in pharmaceutical manufacturing and lab facilities. Rich has a bachelor’s degree in Electrical Engineering from SUNY Utica.

Adds Architecture Services to Southwest Jersey Office
Warren, NJ (July 14, 2015) – Paulus, Sokolowski and Sartor (PS&S) today announced its continued expansion in Southern New Jersey with the addition of three Architects, formally of Moorestown-based Costanza Spector Clauser Architects (CSCA). CSCA specialized in providing architectural and interior design, project planning and graphics and rendering services with a concentration in the healthcare sector.
Charles Clauser will be Senior Director of Architecture, Harry Wright and Stephen Sgro will both be Senior Architects, all in the Cherry Hill office.

After four decades at the helm of Paulus, Sokolowski & Sartor, Anthony Sartor has stepped aside as CEO of the well-respected, Warren-based engineering and architecture firm. And he has turned the job over to his son, John Sartor, who has logged 23 years of his own with the company and has served as its president since late 2012.

WARREN, N.J., June 24, 2015 -- Paulus, Sokolowski and Sartor (PS&S) today announced that John Sartor, President and Chief Operating Officer of PS&S, has been named Chief Executive Officer of the company. The company also announced the promotion of Thomas Heim, CFA, as the new Chief Operating Officer of PS&S. Company founder Dr. Anthony J. Sartor will remain Chairman.
"John has more than 20 years of experience building this company and expanding it to include our current areas of service, making PS&S a "one-stop shop" of architecture and engineering excellence, " said Dr. Sartor, Chairman of PS&S. "John is dedicated to client success and has the vision to accelerate PS&S to the next level."
John Sartor has worked on many high-profile environmental and development projects in New Jersey such as the development of Atlantic City's Borgata Hotel and Casino and the redevelopment of Hoboken's South Waterfront, now home to Wiley and Sons and the W Hotel. His technical expertise has helped shape his keen business acumen, leadership strategy, and overall extensive knowledge of the ever-changing industry.
"We have a very strong foundation at PS&S," said John Sartor. "I'm very fortunate to have been able to learn from my father as he led this company's growth as a leading architecture and engineering firm. He continues to exemplify true leadership in everything he does and our positive working relationship will ensure a smooth transition."
A graduate of Duke University with a B.S. in Civil and Environmental Engineering (1992), Mr. Sartor later earned Master's Degrees from Stevens Institute of Technology in Environmental Engineering (1995), Civil Engineering (1999), and Construction Management (2003). He served on the Green Brook Township (NJ) Board of Education for six years, and served for four years on the Scotch Plains (NJ) Environmental Commission.
In addition, the company announced that Thomas Heim, CFA, who currently serves as Chief Financial Officer of PS&S will now assume the position of Chief Operating Officer as well.
"I have had the pleasure of working alongside Tom for many years," said John Sartor. "His demonstrated accomplishments and strategic mindset makes him an integral member of our leadership team."
A graduate of The University of Notre Dame, Mr. Heim earned a Bachelor of Science degree in mechanical engineering and an MBA in finance from Seton Hall University. He has over 20 years in the industry, as an engineer, analyst and financial officer.

Not everyone can turn a terrible tragedy into something that inspires and helps others. But Elizabeth “Liz” Maggio, of Lake Como, and Jerry Frazee, of Manasquan, have done just that. They have turned what used to be a typical road race into something much more: they make sure to keep the memory of Liz Maggio’s sister, the late Gránia Maggio, alive by holding the Lake Como 5K in her honor.
On July 2, 2005, Gránia Maggio, a former Lake Como resident, was struck from behind and killed by a drunk driver in Saratoga Springs, New York, while walking along the road after a Dave Matthews Band concert.
For the past decade, the Lake Como 5K has been run in her memory.

PS&S wants to make you aware of an Executive Order signed by President Barack Obama late last week that may have huge repercussions for new construction activities subject to federal funding or regulations. The Order requires U.S. government agencies to adopt stricter standards for federally funded projects and programs with wide ranging implications including a potential increase to what is currently considered the design base flood elevation.
This new Federal Flood Risk Management Standard (FFRMS) will also require elevation of all new construction and substantially improved structures that are federally funded to the flood management standards established by the Executive Order, and will also apply to such infrastructure including roads and public utilities that receive federal funding. As all Federal departments and agencies have been directed to revise their rules and policies in accordance with this Order, it is unclear what impact this may have on the federal flood insurance program rates on new and existing structures that do not meet the new elevation criteria. Other federal rules and regulations governing land use and development activities will also be revised in accordance with this new Standard.
This Executive Order is a major reversal for the federal government and modifies the prior 1977 Executive Order 11988 (Floodplain Management) governing federal policy regarding development in flood hazard areas, and federal restrictions governing funding such development.
The new Standard gives agencies three options for establishing the flood elevation and hazard area they use in siting, design and construction of projects that receive federal funding, or are subject to federal regulations or standards. They can use data and methods “informed by best-available, actionable climate science”; build two feet above the 100-year flood elevation for standard projects and three feet above for critical buildings such as hospitals and evacuation centers; or build to the 500-year flood elevation.
This Executive Order establishes the Standard, but it is not the final word. A process now begins for further solicitation and consideration of public input, including from Governors, mayors, and other stakeholders, prior to implementation of the Standard. However, given the directive from this Executive Order, projects currently under planning or design should seriously consider this new Executive Order and its potential impacts from a compliance and cost perspective.
PS&S, through its involvement with various governmental stakeholders and industry groups, will continue to monitor the roll out of this modification to Executive Order 11988. We would be pleased to provide you with an analysis of how your project would be impacted by this new directive, and as always, will keep you advised of new developments in this urgent matter.

Saw Mill River Earns 2013 NYSSPE Outstanding Engineering Achievement Award
WARREN, NJ (June 6, 2013) – Paulus, Sokolowski and Sartor (PS&S) announced today that it has been awarded the 2013 NYSSPE Outstanding Engineering Achievement Award for the Daylighting of Saw Mill River at Larkin Plaza. The New York State Society of Professional Engineers (NYSSPE) evaluated the project based on criteria such as engineering principles, originality/innovation, complexity, social significance, and economic impact.
“For the past 50 years, it has been our pleasure to deliver innovative design to both our clients and the community,” said John Sartor, President and Chief Operating Officer of PS&S. “It is an honor to receive this award and I could not be more proud of our team’s expertise and the high-level of commitment to quality work.”
The Saw Mill River, which was buried beneath the City of Yonkers at the beginning of the 20th Century, had great potential to provide social and economic progress. The City of Yonkers recognized the opportunity to “daylight” the river – that is – returning the river to a more natural, open-air condition, which provides many community and ecological benefits.
The myriad of project challenges included the wide ranges of river flow rates, the Hudson River tidal conditions and floodplain, aged perimeter utility infrastructure, heavy vehicular and pedestrian circulation around the park and several adjacent and notable historic buildings and monuments. While successfully addressing those challenges, the design also enhanced the quality of the aquatic habitat, the river conveyance capacity, and the downtown pedestrian experience.
“This project gave us the opportunity to foster a collaborative design with the City of Yonkers and related stakeholders with our talented multiple discipline professionals,” said Joe Fleming, Executive Vice President and Principal in Charge for PS&S.
The award winning design preserved the existing underground flume to accommodate the infrequent but severe rainfall storms and directed the base river flow and smaller rainfall events through a series of dynamic pools, riffles and a waterfall through a beautiful urban park.
The design also features an intricate fish ladder and an outdoor learning enclave. The Daylighting of the Saw Mill River project has been celebrated by many civic and environmental associations such as Scenic Hudson, Groundwork Hudson Valley, and The New York State Department of Environmental Conservation (NYSDEC).
The presentation of the award will take place at the Installation and Awards Banquet, Friday evening, June 7th at High Peaks Resort, Lake Placid, NY in conjunction with the 2013 NYSSPE Annual Meeting.
