Paulus, Sokolowski and Sartor (PS&S) provided comprehensive site/civil engineering and environmental planning and permitting services, including completion of all State Environmental Quality Review Act (SEQR) environmental documentation, for multiple phases of expansion to Woodbury Common Premium Outlet Center including the North Expansion Project. The North Expansion Project increased the Center's gross floor area by 50% and required major underground utility relocations including sanitary sewer, stormwater management facilities, water mains, telephone, electric and gas.

Connection to utilities located within a New York State Department of Transportation right-of-way and improvements to New York State Thruway access ramps and signage were also performed as part of this project. PS&S also worked closely with Orange and Rockland Electric Company in the relocation of the high-voltage overhead electric transmission lines and towers that were originally located in the footprint of the new expansion.

Authorization from the U.S. Army Corps of Engineers was required for impacts to on-site wetlands and for an off-site mitigation plan to create new wetlands. In addition, pursuant to the SEQRA, a detailed Environmental Impact Statement was prepared to address noise, air quality, traffic, and visual and cultural resources. Additional authorizations from the New York State Department of Environmental Conservation were obtained for the new stormwater management facilities and sanitary septic systems and from Orange County Board of Health for the design of the potable and fire water system.
