Mr. Elkins joined the Site-Civil department of PS&S in March 2026. He accomplished professional with over 24 years of experience in civil design and project management, specializing in residential and commercial development projects. He has expertise in managing all phases of development from preliminary site design through as-built documentation, with proven success in residential and commercial real estate projects on time and within scope.
Mr. Elkins is skilled in coordinating directly with engineers and clients to ensure seamless project execution including roadway design, grading, erosion control, storm water management, sanitary sewer systems, external lighting, and landscaping. He is experienced in working across multiple municipalities, adapting plans to meet varying local requirements, standards, and submittal procedures. He has advanced proficiency in Civil3D for producing precise construction documentation, combined with hands-on experience developing CAD standards, training personnel, and collaborating effectively with project teams. Mr. Elkins has proven ability to maintain workflow efficiencies, coordinate team efforts, and deliver consistent high-quality results across residential, commercial real estate, and infrastructure projects in fast-paced settings
Mr. Elkins achieved a Bachelor’s of Science in Industrial Technology, Design and Drafting from East Carolina University.
