    THE OPPORTUNITY
The County of Camden wanted a design of roadway improvements for North Park Drive (CR 690) between White-Horse Pike (US 30) and Berlin-Cross Keys Road (CR 689) in the Borough of Berlin. Berlin Park, which is operated by the County, is located to the west of the roadway and is frequently traveled by the public. The roadway infrastructure was in a dilapidated state with poor surface conditions and areas of ponding.
THE CHALLENGE
  Neighboring wetlands and floodplain areas on both sides of the roadway required careful consideration  to  eliminate  permitting  for  the  project  while  also  promoting  drainage.  The  inclusion of permitting would have made the project budget infeasible to proceed.
 The  project  also  included  delineation  of  limits  to  full  depth  or  milling  of  the  pavement  surface. Pavement cores indicated depths ranging from 2 to 6 inches in thickness.
THE PS&S SOLUTION
The  road  reconstruction  included  delineation  of  full-depth  reconstruction  and  mill  and  pave sections to keep project costs at a minimum. The corridor required intricate grading schemes  including  variable  cross-sectional  slopes  to  eliminate  impacts  to  wetland  transition areas and the floodplain.
 
 A regional analysis of the stormwater system was also performed for potential upsizing of the infrastructure to address future growth based on the underlying zoning.
