THE OPPORTUNITY
PS&S was retained to provide site civil engineering, survey services and environmental and land use permitting for an additional electric substation capacity in the Eatontown area. Conversion of the Eatoncrest Substation to 230/34.5 kV, along with two 34.5 kV lines, was needed to relieve nearby 230/34.5 kV transformers at Red Bank and Oceanview Substations. Added capacity would improve reliability and provide for future area load growth.
THE CHALLENGE
The site of the existing substation was constrained by freshwater wetlands and flood hazard areas. In addition, a new overhead transmission line connection had to cross a stream.
THE PS&S SOLUTION
Working with PS&S wetland scientists and the utility provider's substation engineers, PS&S site civil engineers laid out a facility expansion that respected regulated areas. PS&S secured all New Jersey Department of Environmental Protection (NJDEP) Freshwater Wetlands and Flood Hazard Area Individual Permits, developed mitigation plans for both and assisted project counsel as technical experts in obtaining municipal site plan approval.
