911 Dispatch Center Expansion
Location: Westfield, NJ
CLIENT: Union County, New Jersey
MARKET SECTOR: PUBLIC WORKS

THE OPPORTUNITY
Provide full A/E Design and Construction Oversight services for the Dispatch Center Expansion at the Froelich Public Safety building located on North Avenue, Westfield, NJ.
THE CHALLENGE
The project, a two phased project to expand the dispatch area, due to growth as the county takes on the dispatch needs of more surrounding municipalities. The criticality and scope of work requires a phased approach that includes both the Froelich Public Safety building and Vehicle Storage building. The existing Dispatch Center will remain fully operational during construction of the new facility and will then be renovated/reconfigured.
THE SOLUTION
PS&S developed a creative solution for a 911 dispatch center involving the use of flexible and adaptable modular units that can be changed to meet the changing needs of the expanding center. The dispatch center was designed with ergonomics in mind, ensuring that each workstation is comfortable and easy to use. This involved adjustable desk heights, monitor arms, and keyboard trays that can be customized for each individual operator. To ensure that each operator can focus on their tasks and not be distracted by background noise, each workstation incorporated acoustic panels or insulation to create a quiet and controlled environment that promotes concentration and clear communication. Each workstation will be equipped with the latest communication and dispatch technology, including computer monitors, phones, and radios. These tools will be integrated seamlessly into the modular design, allowing for easy access and maintenance. Adequate but controlled lighting is essential for dispatch centers, which often operate 24/7. Each workstation will be equipped with adjustable lighting to help reduce eye strain and promote a comfortable and productive working environment. By incorporating these design features into a modular dispatch station solution, the 911 dispatch center was designed to be an efficient workspace that meets the needs of its operators and provides a high level of service to the community. In response to Superstorm Sandy and other weather events PS&S is also developing site improvements which include building hardening and pavement improvements due to new electrical services. In addition, the PS&S civil team has provided a FEMA flood mitigation evaluation and recommendation report. As a result, the PS&S survey team surveyed the entire site paying special attention to the site low points. The evaluations and reports addressed the entire site at both the Froelich Building and the Vehicle Storage Building located on the Westfield property.
