Water Resources Engineering: PS&S’s Water Resources Engineering Department has been providing professional engineering services for water and wastewater infrastructure projects to municipalities, authorities, industry, and private sector clients throughout New Jersey for over 35 years. Our professionals’ skills encompass all planning, design, permitting, bidding and construction phase aspects of water / wastewater treatment and conveyance facilities as well as process evaluation, hydraulic analyses and modeling. We view this combination of talent critical to meeting the needs of our clients.

Our technical expertise includes:

Water Resources Engineering Services

Our services incorporate planning and design, contract operations, permit compliance, facility operation and management audits, financial planning and capital improvement budgets, asset management, rate studies, value engineering, O&M manual preparation, staffing, start-up and training services, and identification of grant/funding opportunities. We are dedicated to providing our clients with full-service, single-source solutions for complex water and wastewater projects.

Below are the highlights of our experience in the basic design engineering categories:

Water Treatment and Conveyance Facilities Design: PS&S has extensive experience with all aspects of water infrastructure design projects, including potable water wells, distribution, storage and treatment. PS&S professionals have progressed projects from initial planning, alternatives analysis and feasibility studies, process design, hydraulic analyses and modeling, to the development of final detailed design and preparation of bid documents. We have experience with the design of complete water treatment plants as well as detailed design of new and rehabilitation of various specific systems: water distribution systems, well installations, treatment systems, water storage systems, booster pump stations. Additionally, PS&S has experience performing hydrogeologic investigations, master waterand GIS plan preparation, SCADA System design, water system modeling and analysis, and water quality services.

Wastewater Treatment Facilities Design: PS&S professionals have extensive experience with all aspects of wastewater treatment design projects, from initial planning, alternatives analysis, and feasibility and treatability studies, process design, hydraulic analyses and modeling, to the development of final detailed design and preparation of bid documents. We have experience with design of complete wastewater treatment plants as well as various components such as pumping systems, dewatering facilities, odor control systems, aeration systems, grit removal systems, chemical feed systems and controls, screening systems and full primary and secondary treatment unit processes, sludge handling systems, and membrane systems. We perform all aspects of wastewater systems design in-house including, survey, site/civil, structural, MEP, and instrumentation and controls including SCADA.

Pump Station and Force Main Design: PS&S professionals have extensive experience with design of various types of pump stations including dry pit/ wet pit design, submersible pump stations, dry pit submersibles, propeller pumps, and Archimedes screws and VFDs. Our design services include all aspects from initial planning, feasibility and alternatives analysis, to the development of final detailed design and preparation of bid documents.

Collection System Design: PS&S professionals have extensive experience in design of new gravity and pressure sewerage systems in addition to rehabilitation, upgrades and/or extensions to gravity collection systems on behalf of public and private sector clients. No project is too small or too large. We have wide-ranging experience with design of small sewer main extensions and sewer rehabilitation/lining projects, as well as design of main trunk sewer lines and Combined Sewer Overflow (CSO)/Sanitary Sewer Overflow (SSO) treatment and remediation systems.

Inflow and Infiltration and Corrosion Analyses: PS&S also provides full service investigation, data evaluation, and report preparation phases associated with Inflow/Infiltration (I/I) studies and pipeline corrosion investigations, as they relate to preliminary and final design of remediation measures for sanitary sewers and force mains.

Grants and Funding: PS&S personnel have significant experience in obtaining funds for wastewater facilities related capital projects. We are experienced in the procurement of grants for public clients across the state by accessing federal, state and county funding resources, including the NJ IBank and the FEMA BRIC program. We offer grant and funding research for any current and future capital projects and will provide the latest information concerning grant opportunities, eligibility requirements, application review criteria, compliance requirements, and likelihood of award. If decision is made to pursue a funding opportunity, PS&S will assemble all information necessary for an effective grant application. Once application submission is made, PS&S will monitor the progress of applications through the review process, as appropriate. We have helped our clients obtain and administer more than $200,000,000 of NJ IBank funding for projects

Regulatory Permitting: At major wastewater facilities, permits are required for nearly all water/wastewater facility engineering projects. The engineers and scientists of PS&S are well versed at working together with our clients and the appropriate regulatory agencies to develop comprehensive designs that not only meet project needs, but are sensitive to the surrounding environment. This approach also helps streamline the often complex permitting processes. Our professionals maintain strong relationships with regulators which help to reduce permit processing time, costs, and the risk of non-compliance.

Construction Phase Services: PS&S has extensive experience in providing professional construction administration and resident engineering services on numerous water and wastewater related projects, including projects which were designed by other firms. We direct our efforts toward providing assurances that the completed projects conform to the plans and specifications and result in minimal change orders. In addition to conformance with design documents, our professionals are specifically focused on potential issues and problematic conditions that could be anticipated, including budget and schedule constraints; maintenance of plant operations/bypass requirements; on-site space limitations; safety; construction quality control; environmental controls; and utility coordination. During construction, we keep our clients informed of the progress of the work, and maintain a complete “paper trail,” documenting everything that transpires during the course of construction.
